Begin with the business question and recommendation

Confirm that the recommendation answers the original choice and uses one of four clear outcomes: change, stay, investigate further, or mitigate a named risk.

    Check that the baseline and candidate are the options the team actually controls.

    Check that blocking criteria were applied consistently.

    Check that the next action has an owner and condition.

Open the scorecard into case-level evidence

A headline delta is a starting point. Review the cases responsible for improvements and regressions, including failures removed by a retry or hidden by an average.

Test the confidence against the scope

Ask whether the cases, repetitions, account path, timing, and settings support the proposed action. A moderate finding for one workload is not evidence for every product or future provider version.

    Read the exclusions before approving broad language.

    Identify the assumption most likely to change the recommendation.

    Separate measured findings from interpretation and projection.

Worked example

Example: cost win does not settle the decision

A 33% illustrative provider-cost reduction is not decisive when the candidate also makes a prohibited billing promise. The blocking failure determines the recommendation until mitigated.
